Fixed company-wide position allowance list not showing for some admins

Company admins without the HR & Payroll permission could not see the company-wide position allowance list. They can once again review position allowances for the whole company by month.

What we fixed#

• Company admins can view the company-wide position allowance list again, even if they don't have the HR & Payroll permission.
• Who can see monthly salary statistics has not changed. Only users with the HR & Payroll permission can view them.
• No setup is required.
